June 25, 2026 — The National Development and Reform Commission and the National Energy Administration jointly issued the "15th Five-Year Plan for New Energy System Construction" (Fa Gai Neng Neng [2026] No. 884), clearly proposing to initially establish a clean, low-carbon, safe, and efficient new energy system by 2030, setting a clear outline for the construction of a new energy system during the 15th Five-Year Plan period (2026-2030). "Roadmap." The release of this top-level design not only points the way for high-quality development in the energy industry, but also opens new strategic space for key equipment manufacturing sectors such as micro and small gas turbines.


1. Plan Core Goals to Lead the Comprehensive Transformation of the Energy Industry

Overall Objective:By 2030, a new energy system that is clean, low-carbon, safe, and efficient will be preliminarily established.

Core Quantitative Indicators:

• Energy Supply:The comprehensive energy production capacity reached 5.8 billion tons of standard coal.

• ‌Consumption Structure:Achieve peak consumption of coal and oil, with non-fossil energy consumption accounting for 25%.

• ‌Power structure: Wind and solar power accounted for more than 50% of installed capacity, becoming the main force in power installations; Non-fossil energy accounts for 50% of power generation, becoming the main source of electricity generation.

Six major system construction tasks:

• ‌Building an advanced and adaptable new energy infrastructure system:Accelerate the construction of new energy infrastructure that is strong, resilient, green, low-carbon, integrated, intelligent, and efficient, and preliminarily establish a new power system.

• ‌Building a strong and resilient energy security assurance system:Adhere to the principle of "one nationwide chessboard," coordinate and optimize the layout of key energy channels, continuously expand diversified import channels, and consolidate and optimize fossil energy production bases.

• Building a green and low-carbon energy consumption system:Promote the formation of five major growth sectors in non-fossil energy supply, and strengthen the coordination of energy development and energy-consuming industry layout.

• Build a self-reliant and strong energy technology innovation system:Promote the overall independent and controllable key technology and equipment of the energy industry chain, and enter the forefront of the world in energy science and technology innovation countries.

• Build a collaborative and efficient modern energy governance system:Accelerate the improvement of market and pricing mechanisms adapted to the new energy system, and basically establish a unified national electricity market system.

• Build a multi-dimensional and diversified international energy cooperation system:Coordinate domestic and international energy development and expand space for international cooperation.


2. The micro and small gas turbine industry is facing four major strategic opportunities

1. Explosive demand for distributed energy and microgrid construction

The Plan clearly proposes to "adhere to both centralized and distributed approaches," listing distributed new energy as one of the five major growth sectors of non-fossil energy. Micro and small gas turbines, with their compact size, high power density, high efficiency and flexibility, and low emissions, will become the ideal choice for combined cold and heating (CCHP) and core power sources for smart microgrids in industrial parks, data centers, and islands.

2. Flexibility Regulation Market Space Expands Significantly

Facing the peak shaving pressure brought by the high proportion of new energy grid integration, the Plan emphasizes "building a flexible and resilient power load ecosystem," with the rapid start-stop and deep peak shaving capabilities of micro and small gas turbines highly favored.

✅ Thermal power regulation capacity will be improved, natural gas power stations will be reasonably planned and constructed, and the demonstration and promotion of domestically produced gas turbines will accelerate.

✅ With the scaling of virtual power plants, micro and small gas turbines, as distributed power sources, can participate in load aggregation regulation.

✅ Electricity demand responsiveness has increased from 3% to 5%, providing a new profit model for gas turbines.


3. Hydrogen energy and green fuel applications open new tracks

The Plan lists hydrogen energy and green fuels as key development directions, aiming for 2 million tons of renewable energy hydrogen production by 2030 and promoting hydrogen blending from natural gas.
